How is the 小黄鸭导航 ISD budget funded?

The majority of our funding comes from local property taxes, along with state and federal funding. 小黄鸭导航 ISD is part of a state mandate called 鈥渞ecapture鈥 where part of the local property taxes are sent to the state. The Texas Legislature also creates the rules for school state funding with calculations based on the following major factors:

  • The relationship between average daily attendance (ADA) and our property tax collections.
  • Additional funding for various student populations such as State Compensatory Education (At-Risk, Economically Disadvantaged, etc) or students receiving Special Education services.

 

What opportunities are there for the community to provide input on the budget?

小黄鸭导航 ISD hosts a series of budget community conversations every year during the spring semester. Community members can get involved by attending those meetings and also by being part of their Campus Advisory Council (CAC), which works with principals to provide input on campus budgets. This process for campuses begins in January and campus budgets are due to the budget office in March. Feedback can also be submitted through the through March 31.

 

When will the budget be final?

The preliminary budget will be presented to the Board of Trustees in April. Nothing will be decided until the board votes to approve the proposed budget on June 26, 2025. 
 

What is 小黄鸭导航 ISD鈥檚 expected budget shortfall for the 2024-25 school year?

The 小黄鸭导航 ISD school board adopted a budget with a $78 million shortfall for the 2024-25 school year with a commitment from the administration to keep reducing spending throughout the fiscal year. Since then, despite continuous spending reductions and the approval by 小黄鸭导航 taxpayers of Prop A, the deficit has grown to $110 million. Additionally, 小黄鸭导航 ISD has incurred some expenses that were not initially budgeted for such as Special Education contracted services and maintenance and repairs. 
 

What is 小黄鸭导航 ISD Doing to reduce the budget deficit? 

The district has already cut roughly $60 million from the budget in the 2024-25 school year, which includes eliminating Central Office positions, reducing service contracts and operational efficiencies across the district. We鈥檙e now implementing a districtwide hiring freeze, excluding special education staff, to reduce spending for the current year, effective March 1.

For next year鈥檚 budget, we鈥檝e identified roughly $20 million in potential savings by streamlining class schedules, reworking bus routes, evaluating contracts for cuts, tightening staff allocations at smaller campuses and eliminating underused software. While every effort has been made to keep cuts away from the classroom, the growing deficit means that we have to start looking at cuts that will have a direct impact on campuses. This might mean consolidating classes or positions to streamline campus schedules, understanding this could impact class sizes and programs. Non-mandatory programs and partnerships are also under review for possible reduction or elimination, including some enrichment or specialty programs. Additionally, a 10% cut to discretionary campus funds (for supplies, field trips, etc.) is also under consideration.

At this time, our Board is beginning to discuss the potential need to consolidate under-enrolled schools, a move an outside audit suggests might save up to $43 million. 

Additionally, the district is working to monetize underused properties. The Board has already designated several former school campuses as surplus, creating the opportunity to lease or sell them.
 

Why is 小黄鸭导航 ISD facing a budget deficit?

A: Each year, 小黄鸭导航 ISD鈥檚 expenses go up due to rising costs such as energy, fuel, and staff raises to keep up with the rising cost of living. At the same time, state funding for Texas schools has remained relatively stagnant since 2019. Additionally, 小黄鸭导航 ISD has seen a decline in federal funding due to a decline in our student population classified as economically disadvantaged and a reduction in federal reimbursements for services provided to students. 

During the 88th Texas legislative session in 2023, school districts across Texas alerted the public and legislators of the urgent need for the state to increase school funding given these rising costs and unfunded mandates like the HB3 that requires districts to staff an armed officer at every campus

Despite the growing need for increased school funding, no new school funding increases came out of the regular legislative session or out of any of the four special sessions Texas Governor Greg Abbott called in 2023. Governor Abbott said 鈥 at the time 鈥 he would only approve school funding increases if some form of voucher bill became law. A bipartisan coalition of legislators stood against Governor Abbot鈥檚 push for vouchers because they opposed diverting taxpayer dollars to private education. As a result, multiple bills that included funding for teacher compensation and school safety failed, leaving districts across the state with stagnant budgets that are not adjusted to accommodate the cost of inflation. 

The Texas Legislature meets every two years and the 89th legislative session is currently underway. 
 

What is 小黄鸭导航 ISD鈥檚 expected budget shortfall for the 2025-26 school year?

We are forecasting an estimated $110鈥123 million deficit for the 2025鈥26 school year based on current property value estimates. The Travis Central Appraisal District, estimates property values in 小黄鸭导航 will decline from between 9鈥12%, which has a significant impact on district revenue. 

 

How much of the 小黄鸭导航 ISD budget is allocated to staff compensation?

After recapture, 89% of 小黄鸭导航 ISD鈥檚 General Fund is allocated toward payroll related costs. 

 

How can 小黄鸭导航 ISD have budget challenges when school funding comes from local property tax revenue and local property tax bills have been rising each year?

While 小黄鸭导航 has experienced significant economic growth, 小黄鸭导航 ISD does not get to keep the majority of the property tax revenue that comes with that growth. This is because of a state mandate called recapture, which requires school districts considered 鈥減roperty wealthy鈥 鈥 like 小黄鸭导航 鈥 to send money back to the state to support property poor school districts. 小黄鸭导航 ISD is the school district that contributes the most to recapture. More than half of 小黄鸭导航 ISD鈥檚 budget is sent to the state. It is estimated that local dollars from 小黄鸭导航 ISD contribute to the support of hundreds of smaller school districts.

 

How much money does AISD pay to the state under recapture?

For the 2024鈥25 school year, 小黄鸭导航 ISD projected it will send $940 million of local property tax revenue back to the state at the time of adoption. That represents nearly half of 小黄鸭导航 ISD鈥檚 total general fund expenditures.

 

How much money does AISD receive from property taxes?

The adopted budget of 2024鈥25 included $1.57 billion in local property taxes collected by 小黄鸭导航 ISD, over half of those dollars, or $821 million will be sent to the state due to recapture.
